The Republican tidal wave that swept the country yesterday and will place both the U.S. Senate and House firmly in Republican control, did not cross the Sierra Nevada Mountains and create any major gains for Republicans in California. Incumbent Governor Gray Davis was reelected in what appears to be a clean sweep by the Democrats in all 9 races for constitutional offices. Republican State Senator Tom McClintock held a slim lead over Democrat Steve Westley for State Controller most of the evening until late returns put Westley narrowly ahead and victorious by 25,000 votes. With the exception of Bill Lockyer's re-election to Attorney General and Jack O'Connell's election to Supt. of Public Instruction, none of the other 7 Democrats elected to constitutional offices received over 50 percent of the vote. The net gain in these races was only one for the Democrats since they held all of these offices with the exception of the Secretary of State.
Republicans picked up 2 seats in the State Assembly with Chula Vista Mayor Shirley Horton winning in the 78th District and businesswoman Bonnie Garcia winning in the 80th district. Democrats will hold a 48-32 advantage in the lower house for the next 2 years. Democrats gained one seat in the CA house delegation and hold a 33-20 advantage. In the 18th Congressional District, Democrat Dennis Cardoza easily defeated Republican Dick Monteith to take former Congressman Gary Condit's seat. Ballot propositions for bonds to improve transportation, school and water infrastructure all easily passed. A proposition for election day voter registration was defeated. Actor Arnold Schwarzenegger's $450 million proposition for before and after school programs passed 55% to 45%. It is expected this successful effort by Schwarzenegger will increase attention to his potential candidacy for Governor in 2006.
