EMPLOYMENT TRAINING PROGRAM
CMTA offers a subsidized alternative to obtain state training funds
and has already procured $16 million for manufacturers

CMTA SERVICES

CMTA can help you access ETP funds to offset your company’s training costs. Our focus is to assist manufacturers in developing training programs that can help them stay competitive, productive and profitable. These services are subsidized by our grant with the state.

CMTA’s comprehensive assistance to companies includes:

  • Onsite meeting with company to review CMTA/ETP program.
  • Detailed evaluation of company’s training needs relative to the ETP program rules, regulations and statutes. CMTA works closely with companies to structure training programs which best fit the individual needs of companies and ETP program requirements.
  • Assist companies in assembling and completing all information and documents necessary to complete the ETP application for funding.
  • CMTA staff will be there to support companies in initial project development meetings with ETP staff, the project approval Panel meeting, and the project start-up meeting with the ETP administrative monitor.

The California Manufacturers & Technology Association (formerly CMA) has recently received a grant from the State of California Employment Training Panel to help companies develop and fund training programs for their employees. A well-trained workforce is an important element in helping manufacturers remain strong and competitive in today’s global marketplace.

This new grant allows CMTA to help those manufacturers who are interested in training current and new employees by reviewing eligibility for ETP funds, assisting in the ETP application and development process, and working with companies to implement successful worker training programs.

The Employment Training Panel, established in 1983, is a State of California agency that provides up to $80 million in job training funds annually to employers throughout the State and has invested over $635 million to train more than 320,000 California workers since its inception. The ETP program is funded by a portion of the unemployment insurance tax, which employers pay on behalf of their employees. Companies paying into the UI tax fund are eligible to receive some of these funds back to cover the costs of training programs. ETP is a funding agency and is not directly involved in providing training. ETP allows businesses to determine their own training needs and how best to provide training.

CMTA can help you to assess your training needs and help you to customize your training. We can also help narrow the focus on the types of training that you want to offer and help develop a tailored curriculum that meets your needs while complying with ETP funding requirements.

Retraining programs are for the training of employed individuals in companies that face out-of-state competition--providing current employees with training in new skills to help companies remain competitive, move to a high performance workplace, or diversify their products. New hire training programs are also available.

Alternative Training Methods—The Panel has recently approved funding for computer-based training, videoconference training and other advanced technology training.

The reimbursement of training costs is on the following fixed fee system: Training for retrainees in the classroom or laboratory is reimbursed at $13 per hour, per trainee. Classroom or laboratory training for employees in businesses with 100 or fewer full-time employees is reimbursed at $20 per hour, per trainee.

To earn ETP reimbursement, trainees must receive at least 24 hours of training, and complete a 90-day retention period following the completion of training. New rules allow trainees who voluntarily quit during the 90-day retention period to complete the retention with another employer. ETP’s performance based contracts can be up to two years in length, with training for any one individual lasting up to 21 months.

CMTA can also offer companies comprehensive project management services during the training phase that include employee tracking, fiscal controls, invoicing, compliance with monitoring requirements and preparation of project amendment documents if needed.
