California's economic downturn has had a significant impact on both state government and on private sector businesses whose success is vital for our state's recovery. Among common complaints of business owners and executives is concern about state laws and policies that they regard as impairing our business climate and making us less competitive with neighboring states or foreign countries.

Injured workers' compensation insurance premiums are often cited as a key cost factor that effects productivity.

In an effort to gain better understanding of the scope of the problem and identify businesses and catalog this cost driver, your willingness to answer the following questions is most appreciated.
