CARB prepares scoping plan

California’s landmark climate change law, AB 32 (Fabian Nunez, D-Los Angeles, Chapter 488, 2006), requires the California Air Resources Board (CARB) to prepare a scoping plan by the end of 2008.  CARB staff will issue a draft plan on June 26 to allow time for comment prior to submitting the plan to the CARB Board for a final vote in November.  The timeline dictated in AB 32 is for CARB to develop regulations by 2012 to meet statewide 1990 levels of emissions by 2020.  

On May 19 CARB will host a workshop to discuss the planned structure of the draft plan, CARB’s criteria for program design decisions, and the economic, emissions and other analyses that will inform those decisions.  The notice for the workshop states: "The broad policy scenarios being evaluated include various mixes of available policy tools, such as direct regulations and market-based mechanisms.  In the scoping plan these scenarios will be refined and compared to determine how best to achieve the required greenhouse gas reductions."
