LAO releases policy brief on AB 32 implementation

The nonpartisan Legislative Analyst’s Office (LAO) has released a report on AB 32, the Global Warming Solutions Act of 2006, and its implementation. The LAO argues that legislative oversight of the program budget is very important, particularly given the impending shift in focus from implementation to enforcement.

In this budget-focused brief, the LAO provides details of the Governor's AB 32 budget proposal and the California Air Resources Board’s (CARB’s) plan to pay for most of the AB 32 program administrative activities from a new fee.  Furthermore, the LAO report offers recommendations to ensure that (1) sufficient resources are devoted to economic analysis of AB 32 measures and (2) future AB 32 expenditures and fees are justified and set at appropriate levels.
