The Small Business & Entrepreneurship Council (SBE Council) has released its annual “Small Business Survival Index: Rating the Policy Environment for Entrepreneurship Across the Nation.” According to the report, California ranks 48th on the SBE Council’s list for its high costs and other burdens imposed on California small businesses.  The report claims that in 2008 more than 112,000 people left California due to its high costs and dismal economic opportunities.
