On Tuesday this week, Dorothy Rothrock, discussed AB 32's new cap-and-trade auction and revenue program in a live interview with ABC Radio's Larry Elder.

AB 32 was not passed as a revenue raiser for California in 2006, but the regulations now being implemented under the bill have turned the original emission reduction law into just that -- with $1 billion from the emission credit auction being accounted for and available in Gov. Jerry Brown's 2012 proposed budget.
