New draft industrial storm water permit released

On Wednesday, July 18th, California’s State Water Resources Control Board (SWRCB) released a new draft of requirements for general industrial storm water permits which will affect every manufacturer in the state.

The General Industrial Permit is a National Pollution Discharge Elimination System (NPDES) permit that regulates discharges associated with ten broad categories of industrial activities. The General Industrial Permit requires the implementation of management measures that will achieve the performance standard of best available technology economically achievable (BAT) and best conventional pollutant control technology (BCT). The General Industrial Permit also requires the development of a Storm Water Pollution Prevention Plan (SWPPP) and a monitoring plan. Through the SWPPP, sources of pollutants are to be identified and the means to manage the sources to reduce storm water pollution are described. The General Industrial Permit requires that an annual report be submitted each July 1.

It was announced that SWRCB staff will conduct two informal workshops in August to answer questions and receive informal feedback. The location and time of the staff workshops are as follows:

The SWRCB will also hold a public hearing to accept comments on October 17th and although a quorum of the Board may be present, no Board action will be taken. The location and time of the hearing are provided below and there will be a live Webcast:
