CEQA reform on horizon

In order to make good on earlier promises, Senate President pro Tempore Darrell Steinberg (D-Sacramento) has made implementing significant reforms to the California Environmental Quality Act (CEQA) one of his top priorities for the next legislative session. A controversial end of session legislative discussion around CEQA reform prompted Steinberg to officially announce that significant CEQA reform would be delayed so that the Legislature could focus on pension and workers’ compensation reform legislation.

According to reports, Steinberg hopes to pass legislation aimed at curbing CEQA lawsuit abuse by expediting the judicial review process of projects subject to CEQA.  To explore these and other reform options, Steinberg will call interested stakeholder meetings and possibly an informational hearing in December.  Additionally, Steinberg announced he will appoint CEQA reform ally Senator Michael Rubio (D-East Bakersfield) as the new chair of the Senate Committee on Environmental Quality replacing termed out Senator Joe Simitian (D-Palo Alto) for next year’s session.
