Fracking bills introduced

Although the 2013-2014 session is very young, there are already two bills on “fracking.” Fracking is a relatively new, controversial process which significantly increases the amount of natural gas that can be efficiently extracted from a previously inaccessible field by horizontal drilling combined with multi-stage hydraulic fracturing. It is controversial because of the fear that this process may trigger earthquakes and concern about whether the chemicals used in the process may contaminate the water table.

Assemblymember Bob Wieckowski (D-Fremont) is the author of AB 7 and Senator Fran Pavley (D-Agoura Hills) is the author of SB 4. The bills contain similar requirements: a plan submitted in advance, recordkeeping, construction rules, seismic risk assessment, disclosure of the chemicals used and public transparency. CMTA will be watching both of these bills closely.
