State Water Board Appointments

Governor Arnold Schwarzenegger announced the appointment of Peter S. Silva to the State Water Resources Control Board on February 5th. Silva, 51, is a resident of San Diego. He holds a Bachelor of Science degree in Civil Engineering from California Polytechnic University, Pomona.

Originally appointed to the Board in 2000, Silva currently serves as vice-chair. Prior to joining the Board, he served as general manager of the Border Environment Cooperation Commission in Ciudad Juarez, Mexico since 1997. Silva was appointed by President Clinton to serve on the Board of Directors of the Commission in 1994. The Commission was created under NAFTA to assist border communities in developing and constructing environmental infrastructure projects. Silva was deputy director of the Public Water Utility of the San Diego Water Department from 1992 to 1997, and assistant deputy director for the San Diego Clean Water Program from 1987 to 1992.

Schwarzenegger also selected current State Water Resources Control Board member Arthur Baggett, Jr. as chairman of the board. Before joining the board in 1999, Baggett was an attorney specializing in water, environmental, business and family law. His current term expires in 2007.

The Board is responsible for the preservation, enhancement and restoration of the quality of California's water resources. The Board is housed in the California Environmental Protection Agency and has a budget of approximately $505 million and 1,475 employees.
