Recycling survey

In June of 2013, the Institute for Local Government (ILG) was awarded a grant by the California Department of Resources, Recycling and Recovery (CalRecycle) to provide an impartial, non-technical and practical view of two areas related to recycling that would be helpful information for local officials.


  • Options for financinglocal agency solid waste and recycling programs; and
  • Options for financing recycled-content product manufacturing and recycling infrastructure.

Facility Siting

  • Manufacturing facilities – information related to planning and siting facilities that produce products with recycled content, as well as composting facilities that produce compost and anaerobic digestion facilities that produce biogas; and
  • Recycling facilities – general information to understand planning basics, case stories and best practice options.

In addition to soliciting information from local government, the ILG is interested in specifically learning how the private sector and project proponents finance recycling infrastructure and recycled content manufacturing facilities, as well as best practices and lessons learned related to siting and planning for recycled content manufacturing facilities.  This can also include the impediments to achieving this goal.
